生产性服务业集聚与城市环境质量升级——基于土地市场调节效应的研究

摘要: 依托生产性服务业集聚推进发展方式转变已成为各地区实现高质量发展的重要抓手,而土地资源在工业领域的偏向性配置却改变着生产性服务业集聚的应有效果,并给城市环境质量带来不利影响。 本文运用空间杜宾模型和277个地级城市面板数据探讨了生产性服务业集聚及土地市场扭曲对环境质量的影响,重点分析了土地市场扭曲在生产性服务业集聚影响城市环境质量过程中的调节效应及其中介传导路径。研究发现,生产性服务业多样化集聚仅促进了城市自身环境质量升级,而其专业化集聚则同时有助于改善本市及周边城市的环境质量。工业用地低价偏向性配置所导致的土地市场扭曲进一步抑制了生产性服务业集聚经济效应的充分发挥。进一步研究发现,城市规模越大,生产性服务业的集聚效应就越明显,土地市场扭曲的作用就越弱;反之亦然。本文结论对于依托生产性服务业集聚推进经济绿色转型,进而实现环境质量和经济发展质量双赢目标具有重要意义。

Abstract: Relying on the agglomeration of producer services to promote the transformation of development mode has become an important starting point for various regions to achieve high-quality development, while the biased allocation of land resources in the industrial sector has changed the due effect of the agglomeration of producer services and brought adverse effects on the urban environmental quality. This paper uses the spatial Durbin model to study the effects of producer services agglomeration and the land market distortion on urban environmental quality based on the panel data of 277 cities in China, focusing on the moderation effect and transmission mechanism of land market distortion. The research finds that the specialized agglomeration of producer services has obvious environmental quality improvement effects in the local and surrounding cities, but the diversified agglomeration of producer services only helps the city′s own environmental quality upgrade. The land market distortion has weakened the promotion effect of producer services agglomeration on urban environmental quality through the biased allocation of cheap land in the industrial sector. Specifically, the larger the city size, the weaker the effects of land market distortion, and the more significant the effects of producer services agglomeration; and vice versa. The results are very meaningful to promote the green transformation of the economy relying on the agglomeration of producer services and to accomplish the dual goals of economic development quality and environmental quality.
